my rune when lvling charge enchant weapon 3-6 , why just 1-3 mins ?

im using S scythe and evo ring , magic power 2k
but why i can buff 15 mins in pvp , just buff 1-3 mins in lvling? pvp and lvling is difference buff time ? if its difference but why other rune doesnt have this problem ? |
