this usually occurs because your character was not 40 when you went to the npc, if you had already taken another level like 41, 50, 60, etc ... you will not reach 86%, I believe that the npc gives an xp value per level and when you go from 40 to 0 79 you will earn exactly that but if you change your current exp by changing the level as I said before, this exp value that the npc will give, becomes little for some levels and in the end no will give you the value of 86% as promised.
